After the Russian Empire noticed the failure of its Russification policy in Georgia, it attempted to deny the existence of the Georgian nation, splitting it up in the 1897 Russian census into various sub-ethnic groups and promoting distinct identities for them, with the goal of preventing unified nationalism and rebellion.
