Everything is allowed. Except Big Brother.

1. Freedom

Anyone may do anything with this work — software, models, data we have the right to license, documentation: use, study, copy, change, merge, share, sell, build products and services on it, for any purpose, commercial or not, without asking, without paying, and without having to credit anyone.

Anyone means anyone: individuals, students, researchers, startups, corporations of any size, non-profits, public bodies — everyone, as long as they are not being Big Brother.

There are no other conditions than the two below.

2. Not for Big Brother

This work may not be used by, for, or on behalf of the institutions designated in Annex A, and may not be used by anyone for:

• surveillance of a population, or groups within it, for political obedience;
• identifying, profiling or ranking people for punishment because of their speech, beliefs, association or peaceful political activity;
• automated censorship of lawful speech;
• hunting dissidents, journalists or human-rights defenders;
• making political repression, torture or enforced disappearance cheaper, faster or more scalable.

Nationality, citizenship and residence are never a reason to refuse anyone. People are not the problem; Big Brother is.

3. It stays that way

Whoever passes this work or anything made from it to others passes it under this license, with section 2 intact. Section 2 cannot be weakened or bought out.

One exception — substantial derivatives. A derivative that is a fair, large modification of this work — where the new work of its authors is the larger part and it is not merely a copy, a repackaging, a fine-tune or a thin wrapper — may drop section 2, so that it can be released under another open license. Its authors must then state plainly which parts come from this work. Copies of this work itself, and derivatives that are not substantial, keep section 2.

Dropping section 2 under this exception does not excuse any use that breaks section 2 while the work was still under it, and does not restore rights lost under section 4.

4. Breaking section 2

Whoever breaks section 2 loses every right under this license, automatically, at once, without notice and without any court. Everyone else keeps theirs, including people who received the work from them in good faith.

5. Annex A

The designated institutions are listed in Annex A. It is versioned and evidence-based; the version in force is the one published at the time of use.

6. No promises

The work comes as it is. Nobody who made it promises that it works, fits any purpose, or harms nothing, and nobody who made it is liable for anything that comes from using it.

7. Third-party files

Third-party files kept verbatim in this work (for example reference test data) stay under their own terms, which are listed with them. Everything the authors train, build or derive is part of this work.
