Since the 2009 political crisis, in which the Mayor of Antananarivo, Andry Rajoelina, unconstitutionally seized power as head of state, the CUA has been administered by a délégation spéciale (special delegation) composed of a president and de facto mayor with the support of two vice presidents, all of whom are appointed by the president.
