Congress and Parliament: how a law is made, sentence 3

A bill can bounce between the two parts like a ping-pong ball until they agree; in the USA the president can then sign it or veto it, and Congress can still override a veto if two-thirds of both parts vote again.

Who acts: bill, parts, president, Congress, two thirds · What happens: bounce, agree, sign, veto, override, vote · To what, where: two parts, bill, USA, veto

The tree: Mova annot: Rust (en) → Haiku 5.5 (medium, Batches API) patches; gates UD 2.18; agreed by treeagree rules (Stanza, Trankit, spaCy trf): R5-strong ×2, R7-rel-agree ×1. The frames are read from the tree by Mova's frames reader (prag) when this page is built, the lesson read in order, so a pronoun may be resolved from an earlier sentence.
