Annex A — Elamur Cosmic License and Elamur API Terms
Status: working draft
Version: 2026-10-14
Purpose
This Annex identifies restricted jurisdictions for specific government, security, intelligence, state-controlled, and proxy uses of works under the Elamur Cosmic License and of the Elamur API and tokens (2026-10-15; Mova Extended is postponed).
The list is intentionally narrower than generic "Not Free", "authoritarian", or "autocracy" indexes. A jurisdiction is included only where the current working assessment finds a serious combination of authoritarian rule, systemic political repression, grave rights abuses, aggressive war, or high-risk state surveillance and censorship practices.
Restrictions are directed at prohibited institutions and prohibited uses. They are not based on nationality, ethnicity, citizenship, or residence.

Annual-review jurisdictions
Uzbekistan
Remain restricted for now. Review annually. Reforms since 2016 make Uzbekistan more dynamic than the hardest closed regimes, and substantive political liberalization could justify removal in a future revision.
Bahrain
Remain restricted for now. Review annually. The concern is not monarchy itself, but political repression, elimination of meaningful opposition, political imprisonment, repression of dissent, and surveillance risk.
Considered but not restricted
The following jurisdictions were considered and are not included in Annex A at this time:
- Algeria
- Angola
- Azerbaijan
- Cameroon
- Chad
- Eswatini
- Ethiopia
- Gabon
- Kazakhstan
- Kyrgyzstan
- Niger
- Oman
- Qatar
- Rwanda
- Syria
- Togo
- Uganda
Syria and Azerbaijan were explicitly removed from earlier working drafts.
Niger was explicitly considered and not added.
Kazakhstan, Kyrgyzstan, Uganda, and Togo remain possible review cases but are outside the current restricted list.
Scope principle
The restriction should apply to prohibited institutional users and prohibited uses, including:
- political repression;
- mass or population-scale surveillance for political control;
- censorship enforcement;
- persecution of dissidents;
- unlawful targeting;
- discriminatory population profiling;
- support for torture or enforced disappearance;
- prohibited military or security uses;
- assistance to designated repressive security or intelligence services.
Nationality is not a prohibited characteristic
The Annex must not be interpreted as a ban on people from listed countries.
Examples of users who should remain eligible under the ordinary license terms include:
- independent researchers;
- students;
- journalists;
- human-rights defenders;
- dissidents;
- civil-society organizations;
- independent developers;
- ordinary private users;
- private organizations not acting for a prohibited institution.
The project restricts dangerous institutional use, not people by passport.
