CILI: the Collaborative Interlingual Index

What it is about

Many wordnets link to Princeton WordNet, while others are built independently and then linked, so the same concept often appears several times under different names. The paper proposes one shared, flat list of concepts, the Collaborative Interlingual Index (CILI), based on the EuroWordNet interlingual index. Its rules are: each concept has a persistent identifier that is never deleted, only deprecated or superseded; the license is open (CC BY); each concept has one unique English definition; each new concept must link to an existing synset in a participating project, and that synset must link to another concept; any project proposing a concept first checks for duplicates; and a proposal enters the index if no one objects within three months. The paper contains no experiment. It argues that the current arrangements leave duplicates, unlinked synsets and definitions that cannot be compared across languages.

The code is tools/translate/meta.rs. The paper's rules for a shared index are design rules, and the measurable part is I3, which turns them into the residual test that open problem 2 asks for: keep a concept merge only if it lowers reader and encoder bits.
