Dicta-LM 3.0: Advancing The Frontier of Hebrew Sovereign LLMs

What it is about

Dicta-LM 3.0 is an open-weight family of Hebrew-and-English LLMs at 24B, 12B and 1.7B parameters. Each was made by continued pre-training of an existing base model (Mistral-Small-3.1, Nemotron Nano V2, Qwen3-1.7B) on about 100B Hebrew tokens mixed with 30B English tokens, then post-trained with SFT, DPO and GRPO for chat and tool calling. The authors add a five-task Hebrew chat benchmark (summarisation, translation, Winograd, Israeli trivia, nikud) and report large gains over the base models on Hebrew tasks, for example the 24B model's Israeli-facts score rising from 58.5 to 82.7, while keeping over 98% of its English benchmark ability. The GRPO stage rewards Hebrew parses against the Hebrew Treebank (share of correct labels) and nikud by the share of correctly pointed words.

Ideas

For Mova

I1 goes into the tools/hbo evaluation (pointed mode) and tools/ocrfix; I2 goes into the tools/macula compare scoring; I3 is a test generator over treebanks/hbo/ptnk, used as a check for Syntax: the clause and the sentence. The paper is neural and its weights are not used; the data mixture is only a reference.
